Vienna — Austria is tightening regulations for e‑scooters and other small electric vehicles as part of a major amendment to the national Road Traffic Act (StVO). Beginning 1 May 2026, new safety requirements will apply to e‑scooters and e‑bikes, followed by additional rules for e‑mopeds in October 2026. The government aims to reduce the rising number of serious accidents involving these increasingly popular modes of transport.

Mandatory Indicators and New Safety Equipment

From May 2026 onward, all e‑scooters in Austria must be equipped with handlebar‑mounted turn indicators. A bell also becomes compulsory. Only one person may ride an e‑scooter at a time, and transporting goods or cargo will be prohibited.

Young riders face additional safety requirements:

  • E‑scooters: helmets mandatory up to age 16
  • E‑bikes: helmets mandatory up to age 14

The government argues that these measures will significantly improve visibility, predictability, and overall road safety.

E‑Mopeds Reclassified as Motor Vehicles

A more substantial shift comes in October 2026, when e‑mopeds will be officially classified as motor vehicles. This change brings several consequences:

  • Ban from bicycle lanes
  • Mandatory helmets
  • Mandatory driving licence
  • Mandatory insurance

Lawmakers say the reclassification reflects the speed and weight of modern e‑mopeds, which pose higher risks in mixed traffic environments.

Automated Access Controls for Cities

The StVO amendment also introduces a legal framework for municipalities to implement automated access controls in traffic‑calmed or restricted zones. These systems can verify whether vehicles are permitted to enter certain streets.

According to the Transport Ministry, any data collected may only be used for strictly limited purposes, addressing privacy concerns raised during parliamentary debates.

While the governing parties — ÖVP, SPÖ, NEOS, and the Greens — supported the reform, the FPÖ remained critical. Freedom Party representatives warned of potential infringements on personal freedom and increased surveillance of public spaces.
